Anyone who has watched the cartoon Pinky and the Brain knows that the only goal of Brain was to rule the world. Many cartoon has played with the idea of world domination.
But in the real world, some empires have come very close to world domination. You can look at world domination both as direct and indirect control over the majority of the population.
This is just part one of the list of empires that came close to two aspects of world domination: landmass, and control over majority of world population.
